30"x12" - Too small for a river tank?

Hey guys. I've recently become interested in hillstream loaches. Would a 20 gallon long be too small to house 3-4 of the smaller species?

Since it's only 12" wide, I'd use a twin powerhead setup, and aim for 10-12x turnover. Sound good?

I got a cheap river tank last year at 33g, I asked for stocking advise and hill stream loaches came up a lot, as long as the filter is good, then I can't think of a reason why not. BTW my tank is 8'' wide

I have 2 20 longs that I don't know what to do with. Hillstreams in one and Apistos in the other.
