The 40 gal I have won't be usable for another couple of months, probably (maybe possibly sooner??). I just wanted to see if I can have something with a cichlid(s), or if I should use it for a simple brakish/marine/smaller-freshwater community instead...

Are there any cichlids that I could have about 5-6 of in it? Or is there a solo cichlid that I could have a few non-cichlids with?

Be a great size tank possibly for some German Blue Rams.

Yeah, it would make a great planted tank with apistos or rams.
Also, cons don't get too large for a 40 to have breeding pair.

About how many GBR or apistos, more or less? And for the convicts, how limited would I have to keep the population to prevent from it becoming overstocked?

^^ really depends on the convict but mine had to be moved to the big tank because she claimed a whole 90, without a mate. Mine has no problems taking on our 8" Midas. Most likely a convict pair would claim the whole 40, but you never know till you try. They are viscous fish when breeding, which is basically all the time with a pair

I would do a couple angels, or the rams. An my 3" female con is really laid back an not aggressive at all.

If you could go with Convicts, you could do an all female tank. Get 4-5 females, then you don't have to worry about breeding. The females are more colorful anyways.
