Actinic has no value to plants, if anything on a FW tank it would cause algae. Plants require lighting in the 5000-8000K range. Generally 6500K is the best spectrum for growth. Even for the plants mentioned I would do no less than 1WPG

The only color plants dont use is green, so atinic has value. I dont have any algae in my tank and I love the color along with my 6700K bulbs. It makes incandecent markings on fish really stand out.

Atinics look really appealing to the eye, and if its in a location where a lot of people can see it, i would consider sticking with it.
