I'm kind of surprised there's a spam reporting speed limit.

Maybe there is a program that can basically mass report stuff as spam and feared someone would use it maliciously to report everyting. By having the time restraints they can maintain the human element.

Maybe, the spammer was going to declare spam on his on spam, then spamming up the reporting spam, causing spamming issues on both the threads and posts, and the spam tool.

So they decided whats a minute to wait when reporting spam
