Some adult motoro's can get 24 to 30 inches easy. So maybe 1 for awhile.

Yep good enough for a pair. Keep the bottom completely open for them.

i would like to say that a male yes, but not a female as they tend to get larger
 
I had a pair of Motoro in a tank that exact size for 2 years and they had 2 litters of pups. Male was 12" and female 15" when I sold them.
 
Honestly in my experience knowing other ray keepers, most of us fall into the category of getting bored, finding something else that interest us or lose the fish before the fish every trully get to full potential.

It's one of the downside of captive fishkeeping... I have a few fish that have been with me for 7-10 years including a ray, a widebar dat and catfish and they have been in pretty much every tank size from 75 to 600 gallon (currently)
 
I think it would house them for a while but i think it's just not a big enough footprint for when they're older, a female would be most of that tank when she's larger
