75% reduction in WC's with ECO-Aqualizer?

This company makes many claims about this product, that it will reduce WC's by "reactivating" the water molecules.

can this be possible at all?

I need to hear this from someone with a biology or chemistry background. Im only a mech. engineering student so i dont deal in biology much.

from a quick look i think it's just a glorified UV sterilizer at best. will do nothing to help with water changes. do you know why we do water changes?

I read their page and its nothing like a uv sterilizer, they're are no moving parts water just flows through it and uses far infared technology that radiates photons.. So I'm guessing its radioactive
