8'x8'x4' - 1917 gallons stocking

does this sound okayfor an 8'x8'x4'? will this stock have problems (all at max size)?

fish that i already have that im planning to put in it:
1 rtc x tsn---------(about 4' max)
1 silver arowana---(about 3' max)
1 lima shovelnose---(if it grows to 3')
1 jade sleeper goby-(if it grows to its potential to over 2')
1 niger cat---------(about 3' max)
1 Pbass------------(2' max)

fish that i will try to get:
1 Atlantic Stingray
2 Pbass
1 Chinese Perch
1 African Aro
1 Australian lungfish (are they legal in TX?)

suggestions about anything or tips to make this list better would surely be appreciated! thanks a bunch!!!!!!

sounds awesome, but I'd stay away from the hassle of those atlantic rays since they aren't really FW

i have the funds, the necessary equipment, the space---just waiting for the right time (the fish in right sizes, etc.)

well all rays are illegal here except for the atlantic ray....... which makes my life a heck more difficult
