So currently have a 400 with smaller fish growing out 3 xingu bass, 2 veil tail albino oscars , datnoid and 2 spotted gar, they are all 4 inches long.. if I pick up an albino clown at 9 inches is that way too big of a difference, ide assume he go after all the little guys?

I would say they may be a bit small. Sometimes it's hard to judge by text without visuals, but I would say another inch or 2 would be safest at best.
