90 degree drain help PLEASEEEEE!!!!

my drains to my sump are about 2" from the top of the tank,my problem is any surface movement causes the drains 1 in particular to from my viewpoint not drain the amount of water untill some time later ,,or maybe my idea of what should be happening is wrong,,should'nt there b a whirlpool effect going on in the middle of the tube ,,,,,,the reason i feel there is a problem becuse sometimes my water level is maybe 3/4 of an inch higher at different times,,,if any way to fix pls let me know
 
try replacing the 90deg elbow w/ a t fitting, cap off the top of the t and put a very small hole in the cap to allow it to vent.
 
so the open end of the t would b below the water,,right and the the end with the little hole at the top,
