Would 3 Hystrix be too much for this? Could I keep Discus in here? How many?

Those are great dimensions. 3 hystrix would be fine. I would be worried about the discus with rays. I would probably go with a silver aro for the top and some Datnoids for the mid level

Nah, you shouldn't have any aggression issues. I would get dats that are 5" + though so the rays don't mess with them

I would go taller 24 tall is a bit shallow for top aro middle dats and bottom rays

Go 30 tall the extra will give them room to keep out of each others way
