Its called "Schultz Aquatic plant soil and it costs like $6.00 for a 10 lb bag. From what Im told it isnt packing the punch of flourite or laterite right off the bat, but mix it up with 3 parts soil and 1 part of your favorite shade of gravel, and let it soak up some nutrients from some big preds etc. for a week or so unplanted, then scoop it out as you need it for other tanks.. I bought it at Home depot. This stuff really promotes plant growth and brings out insane fish coloration. I swear by it and am using it in nearly all of my tanks, and give it away to friends for their setups as well. Last I saw flourite was $25.00 for 10 lbs..

Flourite is much cheaper than that. I get it at my LFS for $18.99 for a 15lb bag. The soil you mention is good stuff though.
