A way around the law?

So in the AC thread about restricted species, it lists this as the regulations for Illinois.
Aquaculture, transportation, stocking, importation and/or possession of aquatic life is controlled under state code and a permit program.

Species prohibited for use as bait include the following:
-rusty crayfish
-river ruffe
-round goby
-tube nose goby
-rudd
Any species that does not appear on the Aquatic Life Approved Species List is illegal to raise, transport, stock, import or possess without permission of the DNR Director. For such exotic species, an aquaculture permit combined with a Letter of Authorization to Import/Possess is required. Persons requesting to rear a species not on the List must have their facilities inspected to see if they meet the criteria set by the Aquaculture Advisory Committee. Permits are granted on a case by case basis.

Based on this, it seems like you could apply for a permit to raise species such as snakeheads. I think this is a state by state issue and not national, so is it worth a shot for some of us?
 
I hope this is what you think it is. However you are liable to try and get one only to find out you have be a University, or "for educational" purposes........which could be you educating us. I've heard others talk about permits and it seems like they can be very very hard to obtain. Good luck I hope you get one. If you do a lot of people in Illinois will be grateful for the bridge you built for them.
 
Please let us know if you are going to try/if you are successful. I would be ecstatic if there were a way to keep these beautiful fish legally. (which responsible aquarium keepers should be allowed to do anyway)

the main problem i can see with that is, even if they grant you a permit to keep the fish where would you then purchace siad fish as inportation and movement over state lines is a fedral law . unless of course the state permit allows for the importation of siad fish , but something worth checking out before too much time or money is spent on this venture.

we have the same system over here for argus , and when i ask for a permit was told even though they exsist we have been told not to issue one basicly. i suspect you may get the same response over there , but hope iam wrong and it works out.

I'll see what I can find out also.
 
also remember that IL pushed for a ban hard since snakeheads did some damage to the lakes and rivers pretty bad here a few years back.
