about to start breeding cons, critique my idea please

So i want to start with about 15 baby cons in a 35gallon. I would like to grow them out until i can see their pairs, then seperate off each pair into a 20 gallon. Will it be ok if my 35gal growout it barebottom? i know they need gravel to breed but will it be ok to not have gravel if they ar not breeding yet? Also, should i get another tank to seperate the babies from the parents when they hatch? Should that have gravel?
 
everything I have read and been told is that you should leave the fry with the parents until the lay another batch of eggs. They will grow faster if left with the parents.
