What types of plants will grow above the surface (with their roots in the gravel)?
 
Hygrophila corymbosa , very fast grower even in low light

might wanna do a search on google for emergent plants
 
Also look up marginal plants. Some of these would be good. Mangroves which I sell, are great as well.
 
Most aquatic plants have an emersed and a submerged form, but they will not be too strong out of the water, as the base is weak from being supported by water, not the plants strength.
 
Bacopa does a great job of leaving the tank, lol. And has a fairly strong stem. Mine in my 29G get's quite tall, lol. I have some at least 6 inches above the tank.
