pic doesn't work, and more then likely no, if it took the whole tail off, then i won't grow back, but if it just took off most of the fin, then possible, but not a full recovery. the way you make it sound, it seems like the whole tail has been removed and the tail will not be growing back.
 
I don't know if this helps but I have had ID sharks lose their fins due to poor water quality, aggressive fighting and ammonia burns in their 11 years with me. Today, and many times over, they have regenerated their fins and they look beautiful. Good water quality and the Maracyns (1&2) saved their fins. I had a molly and a kribensis with fins similar to your Oscars and they did get their fins back. Shocked me too because I never treated them with the Maracyns.
 
That might. It's right on the border, and looks to be just outside the critical area so there is a chance it could grow back. You'll know in a day or two. You'll see either new white growth or it will just close over.
 
I think it will probably grow back. I have had fish lose much larger chunks of fin than that and still regrow the fins. Just keep the water quality as good as possible to avoid infection.
 
Unfortunately it doesn't matter now because the little guy didn't make it. I think a combination of the ich and the ich treatment killed him.

I got a new 3 inch albino oscar though at this cool semi-local fish store. They had a 3 foot arowanna in great shape, $300 not sure if thats a good price. I had never seen one in person, very cool.
