You are correct that they do not specify what they consider "acclimated properly according to the AquaScapeOnline Acclimation Procedures." Looks to me like they are not volunteering such information in order to create a loop hole...
The best way to find out would be to call them and ask them to send you the acclimation process via email. I would not accept verbal instructions as though as they can change verbally communicated words later where written word is... well written...

Floating the bag in the tank is an age old process but all this does is regulates the temperature between the bagged water and your tank water. In cases where the baged water is clean and has the same basic parameters as your tank water this is fine (which is often the case when buying from a LFS).
Actually acclimating the water usually consists of putting the fish and the bagged water into a larger container... adding tankwater to that container either in small quantities via a cup of sorts or setting up a drip line (typically a siphon from the tank to the container with a small diameter hose such as air tubing with either a knot in the tubing or a clamp on it to slow the siphon to a drip).
Let this process continue until the total volume of water in the container has doubled or tripled. This should slowly make any adjustments in PH, should dilute any built up waste (ammonia, nitrite, nitrate) as well as balance temperature. Then place the fish, but not the water, into your tank.
This is the process I would assume they will suggest...
As for how the fish will arrive... it 'should' arrive in a small plastic bag inside of a styrofoam container. Shipping fish is a bit of a science but one that has been mastered by many. Chances are everything will go smooth.
