Acrylic fortifier in DIY background cement?

Anyone tried using an acrylic fortifier in the cement? I used this stuff instead of water when mixing the grout for my kitchen's tile floor to prevent the grout from staining. Seems to be working really well. Supposedly makes concrete stick better, more flexible after curing, & more resistant to water penetration- which sounds perfect for aquarium purposes. Anyone know if it would be fish-safe? A few of those links mention "non-toxic".

You need to contact the Manufacturer to see if this product can stay submersed 24/7, I don't find anything either way in their lit.

Could be promising.
