Acrylic Tank "Repair?"

I just came across a nice sized acrylic aquarium. However, it has a couple of rough spots where it looks like someone tried some DIY buffing or something. Is there any way I can correct this, or have some place (some one?) do it for me, or are they permanent?

Acrylic headlight repair kits with a buffer works. Novus 1,2,3 is better

It all depends on how deep the scratches are. I'm sure there is someone out there that will do it for you if you choose not to, but I bet it won't be cheap.

biggest thing is what kind of damage has been done? How deap it is, how thick is the acrylic,
