Activated carbon questions.

Planning to use my drip system.
how do you know if activated carbon has already been spent?
how often should i be testing for Chlorine?
also is there a way to recharge easy and cheap activated Carbon?

If the carbon is fresh it'll be fine. Once carbon has been used there is no way to recharge it.
