Advice Needed: Hongi Doesn't Move 1 Fin

I have a juvie Hongi that just started not moving one of his pectoral fins. It looks like its glued to his side in the backward position.

I watched him and he can move it--like to get out of the way, but it is very strange. He also looks normal in every other way. I've never seen this before. He's not really picked on because he's pretty aggressive.

Any ideas? Should I do anything?

How long has it been like that? I see this happen to my fish from time to time, but it has only been temporary. You probably don't have anything to worry about.

Maybe one or two days tops. He is actually using it more since my post--which wasn't that long ago.

He's fine now. Just freaked me out. I've never seen that before so I thought maybe it was damaged at the muscle or something.
