Air Bubble Question

I have an oscar tank. It has been running for about four or five months since I had to break it down and clean it. I have notticed recently that not all the air bubbles disappear when they reach the surface. Instead they form a layer of bubbles at the surface. I installed a powerhead to help circulate the water on the surface better. It did a good job of clearing most of them up except at the opposite end of the tank. I have never had this happen in the 6 plus years I have had oscars in this tank. What causes them to stick like that? And how can I fix it so that they go away? My tank is a 55 gal with a hob filter. It only has one air stone in it at this time. There is one oscar, one pacu, and two gibby's in the tank.
 
I have noticed that when it's time for a water change my tank will start to accumulate bubbles on the top of the water. After I do a good gravel vac/water change they go away.
 
air bubbles if too small can cause problems for fish's health if it gets into the bloodstream.

Protein skimmer won't really work for a freshwater tank.

Keep up the regular partial water changes, and I don't know what type of filter you're
using, but maybe time for an upgrade.

Oscars are messy eaters and produce a lot of waste.
 
Maybe you could add a wet/dry filter w/ an overflow? It would help w/the bio load and you could put the overflow on the otherside of the tank.
