Air pump problem

I have a brand new Aquaculture 20-60 gl air pump,double outlet, can't get air out of just the hose below 2 inches of water in my 55 gl tank. what am I doing wrong?

Do you have an airstone hooked up to the outlet?

Just the hose. I tried airstone and poris tubes. I think the diaphram was cracked from the factory , old on the shelf, dry rot . I 'm taking it back and ordering a new pump now . any suggestions for a 55 gl tank?

It depends on what you are planning on running off the air pump; sponge filter(s), air stone/wand, decorations.
