1) Is an Air Pump necessary while cycling a 20 gal fresh, cold-water tank that contains plants (it has a water filter)?

2) If no, then is it necessary when I add in fish in several weeks?
 
Howdy,

You should have some water movement. In general, aeration should be reduced to minimal when you have plants in your tank. What filter do you have? Stock your tank slowly!

Don't you have an AC50? That should create plenty of movement so you won't need an air pump.
