air pump?

Connect it to power, connect the air line to the air pump and the other end of the air line to your air stone or decoration place the decoration in the tank and the air Pump OUTSIDE of the tank your done.

If the air pump is BELOW THE WATER LEVEL on the outside of the tank you need a check vavle on each air line.
 
As soon as you plug in the pump, air will start coming out. Connect the air line to the output and connect the air stone (or whatever) to the other end. Stick the air stone (or whatever) inside the water and you've set it up. Like nfored said, add a check valve and maybe even a regular valve to the air line. The check valve keeps water from going into the air pump which would ruin it. The regular valve would let you adjust the amount of air that comes out. HAVE FUN!
 
Side note I hate airline check valves as they are cheap and cheese so when I use an air pump I simply keep it above the tank which removes the need for the check valve.

I personally don't like the look of air bubbles, but what I would look for in an air pump is how quite it is, I had a couple 5 or 10.00 walmart pumps but they where so super loud.

I have heard good things about the whisper pumps, I have also seen people use power heads with venturi instead of air pumps.

As far as air stones go unless your talking about limewood most air stones are the same just different shapes sizes and colors. The only air decor I ever liked was a flexible 48" bubble wand, that I buried under the rocks.
