I am 3 weeks into cycling a new tank and have a sudden explosion of algae on the bottom of the tank.

Is this normal?

Can happen. Probably got some extra waste/nutrients that’s haven’t been fully broken down by the bacteria. Keep up with water changes and cut down ur lights. Add bacteria in a bottle.

Correct just a surface layer on the sand substrate.

I will have to take a photo when I get to it, I've been doing water changes every other day for the current cycle. Ammonia is within tolerance, nitrite is 2, nitrate is over 40.
 
Pics would be very valuable here. Could be cyanobacteria, that's what I have found to carpet tank bottoms easiest in early stages.

Here are two of the same tank. Thankfully this is only happening during the cycle stage of the tank.

Looks like cyanobacteria. Take a thin airline and siphon it up. Also keep your lighting to a minimum
