I posted a while ago about this algae in my tank. Since it has taken over. Nothing I’ve seen online matches it. It has developed into a black, slightly fuzzy film on everything. It’s now turning red.
It can’t be BbA because it comes off super easily, but returns with a vengeance.
As of yesterday’s test, nitrate was 0 but phosphate was the highest on the chart (maybe I did it wrong, but I’m willing to believe it).
Should I try chemiclean, or would that be useless if it isn’t cyano? Phosguard?

Yes, looks like Cyannobacteria, I had it spread from a log in to many parts of a tank.
It is slimy as opposed to true algae that is often gritty feeling.

I used Rid-X to get rid of it.
The pic below is after a couple weeks using that competitive bacterial mix.

A sticky about using probiotic bacteria to compete with undesirable bacteriais available. (Rid-X is one of the brands, and easily available, and inexpensive at places like Home Depot, etc)

The powder is a bit like bread flour, so I would put a spoon full in a filter sock, in a sump., so as not to spread the dusty flour stuff throughout the tank, allowing the bacteria to spread.
The actual bacteria are so small they pass right thru the sock and into the water column and compete with the Cyno.
By the way, it does not work over night, and it doesn't take much..
Results often take a few weeks.

Definitely cyanobacteria. Try to syphon out as much as you can and then dose the tank. I've never tried the Rid-x but I have used chemiclean successfully.
