Algae

HELP!

I have a ten gallon planted...my lights are powercompacts 15k (thats the bulb that came with it) 36w on for 7 hours a day.

I have six neon tetras, one ram cichlid, and one oto cinatilus...or something like that. (It was supposed to eat the algae, but doesnt)

The problem is that I have algae, i used to fertilize...but stopped that, i only use pure RODI water so the only nutrients in the system are coming from my fish food (blood worms) and flourite.
 
the algae eating fish is called an otocinclus, and they are one of the best algae eaters around! but nothing can eat a ton of algae!
 
how often do u do water changes? how much water do u change?
how many fish do u have and what are their sizes?

i have 15 gallon lightly planted tank that is 6700K with 65 watts and the light is on 12 hrs/day!

i do 50% w/c every week and i have no algae. having a small bio-load helps too. i only have 8 cardinals and one 2'' cory.
