Algea and dieing dwarf hairgrass

Well I have a 10 gallon planted tank. I have co2 running 24/7 with 4 wpg and the lights run from early morning to late at night. I have a weird brown algea that grows oin my plants and the glass. I think its killing my plants and my dwarf hairgrass will grow runners and imediatly be covered with it and die. My snails cant eat fast enough to get rid of it :/

Any suggestions?
 
Is it near the window getting natural sun light? Are your tanks new? New tanks w/ excessive light tend to cause brown algae. How many hours is from early in the morning til late night? I think just cutting back on light might solve the issue....
 
From around 6:30 till around 8 or 11...ill cut it off in a half hour if its just excessive light. I just did a water change and repositioned my diffuser near the filter so itll push the co2 around and kill the agea as well hopefully.
