algea fuzz growth

so i was looking at the fish and my tank during feeding time, and i was looking at the white sand that is brown due to algea tryignt o grow on it which drives me nuts ! and i noticed on the back of my tank on the air tube that i have small area's of black fuzzy like stuff... why would i be getting this growth ? is there a way to deal with it ? like use a toothbrush with a hose and suck it out ? or will leaving it harm anything or any of my fish if they eat it ?

i have t5h0 lights just a dual fixture with one 10,000k bulb and one actinic420 bulb just replaced not too long ago maybe mid summer....and there on from 315 to 915
