Unfortunately not. That specimen lacks the notch before the dorsal area (supraorbital region), nor is it tall enough for it's attained size, the pattern also points more toward a domesticated P. Scalare.

Here is a picture of my P. Altum to help you out.
 
he's very pretty, but he's not an altum.. altums are tough to come by, don't see em at LFS at all usually. and once you get them they CAN be tough to keep alive.
 
Welp I just placed an order for some altums at my local fish store.
Do you guys think this guy in the thread is a perivan blue angel?
Pic below. He is gonna be a keeper if he is. They look awesome.

Silver/blue cross, domestic. Never heard of a "peruvian blue", but if you mean "peruvian phenotype" it pretty much looks like a silver, but with speckled/dotted pattern between the 2nd & 3rd bar; also it is taller/larger in appearance than domestic, but to a lesser degree than the Altum. Don't mix Scalare & Altum; I only have my Altum with the other angelfish until tomorrow, then it's strictly Altums. Reason is; although unlikely, possibility of hybridization between the two species.
 
i'm with JC, never heard of a peruvian blue.. but he is very handsome, i would keep him as long as he didn't hurt my altums..
