am i overstocked?

If you do enough water changes to keep nitrate low, you are not over stocked.
If you do only enough water changes that nitrate are over 20 ppm , then you could be overstocked, or overfeeding, or both.
The thing I'd be concerned about in that tank, is that the mollies and guppies are hard ward water fish, and sometimes(especially the mollies) do poorly in soft, mineral poor water.
Cardinals, and the Apistogramma cichlids are generally considered soft water fish, and if they are in hard water sometimes do not do well in hard, mineral rich water.
