I think carbon will work longer than that, depending on tank size, and bio filtration and bio-load.

Dunno, but they are a terrible idea . It will pretty much destroy the biological filtration of your tank/filter. Bacteria need ammonia to survive.

Why do fish stores sell these things for filters if they aren't good.... I'm confused.

Well, the ammonia insert removes ammonia via a chemical process. You could filter your tank with this method if you want, changing the ammonia packs when necessary - hmmm but when is that? I don't know how long they would last and i'm sure it probably depends on stocking levels, feeding routine etc... I'd rather go the safer method and filter my tanks via mechanical/bilogical filtration. Much less guess work. I suggest you do some research on cycling your aquarium. Use the search function on this site or google "aquarium cycle"
