Angels?

I've got a cycled 15 gallon sitting empty. Could I add a small shoal of angels maybe four to six if they are quarter sizes? Or three even?

I'm looking to move them to my 100 gallon for breeding later on.. but how many would be safe is this setup and when do they reach breeding size?

I used a barebottom 30gal for a growout for a group of 5, but I moved them once they hit about silver dollar size...just not enough room. I wouldn't recommend it in a 15.
