I have my 75 on a 48 inch x 18 inch angle iron stand. The stand is sold to hold one tank. It does have what seems like a firmly welded bottom shelf. Could I safely place a 40 breeder (36 x 18) on it? Here are two pictures. Not sure if it will help. Sorry the fish room is a mess right now.

I have used such metal stands with two tanks many times. If the welds are sound you should be able to place what ever will fit on the lower shelf.
As for the bottom of a tank not fitting a stand I place a sheet of plywood under the tank that matches the tank. An overhang is not the best thing to have but the plywood has worked in such cases for me. I would try to split the overhang on each side in these situations. Being on the bottom shelf the overhang should not affect the center of balance of the stand much.
One other thing I noted from the photo. It appears that you have something under the legs of the stand at the floor. It appears to be a rubber/vinyl foot pad. I have come to use metal shims under such legs as the rubber can deform to the point of allowing the imprint of the leg to mark a wood floor. The metal shim should be thick enough to not dimple under the weight.
I also have been placing empty cat food cans under each leg on top of the metal shims as I have found they will catch some spills and slow leaks long enough to give me a time cushion. In some cases with a small leak a cloth dipped into such a can and tied to the leg will evaporate fast enough to keep the water from the floor.
As you already seem to have a running tank on the stand it may not be practical or safe to try to change the foot pads while it is full.
 
I have done this before with a smaller set of tanks and it worked fine. I also placed and solid thick piece of wood on top of the frame and then placed the tank on the bottom ontop of that so it had the extra support and it worked out fine.
