another cloudy water question

I've been in the hobby for close to 8 years now and I've never had a problem with cloudy water. Until about a year ago, we had well water that came out at 6.8 PH, but the well dried up and we had to go to city tap water, now the PH is a constant 7.0. That aside, I still had no problems, until a month ago. The tank water turned a dark green and I had an algae plague like I've never seen. I drained the tank, changed out filter media, scrubbed it, and even got new lighting. It stayed clear for all of three days and is now green again. The only thing that I can think of at this point is the tap water. Last month they did their "routine maintenance" on the tower and I cannot keep the water clear now. All of the fish seem perfectly fine, but the water greens almost instantly now (by that I mean about 2 days), even after 50% water changes. Nitrate is 0 and Nitrite is also a little too low to measure with color changing strips. It's really irking me. If I hadn't sunk so much money into my "babies" I'd consider shutting it down completely and just leaving the hobby altogether. What do you think it could be?
 
Green water is usually the result of too much light or too many nutrients. Since you checked the nitrate levels, I would guess too much phosphate. Does happen a lot with city water in the winter.
