From what I read on build threads, the maximum water level you can go is 24 inches for a 3/8" thick glass. I have a used 60"L x 20"H x 3/8 " thick aquarium glass. My question is if I build a tank 30" or 36" high and install the glass on the upper portion of the tank about 3" from the top, will the same amount of water pressure apply to the glass as opposed to a tank with the same height but with 3/8" all glass front? I hope I made my question clear. Thank you.

To answer simply....yes.

Thank you Bobby. I'll make it 24" high and just add more width if space allows it.
