Another heater question

I just purchased a 1000 watt titanium heater and controller for my system which I purposely over sized a little so it wouldn't have to work as hard. In the past I undersized my heaters and they were obviously on constantly.

Anyway my question is: Will the heater use any power when it automatically shuts off due the temp being at the temp controller setting? I've been told many appliances use some power just by being plugged in. If so any idea how much?

I do have a watt meter and can check it out, but I haven't received my heater yet as it was mail order.
