Another light question.

Well decided to ask this question after putting it off for awhile. I'm getting non stop brown algae and green dust algae, all time, within a couple days of scrubbing and water changes the algae comes right back. I do 50-70% water changes a weeks due to so much "meaty type" food every 3 days. I have 3 small pothos at the top of the tank with roots, but no growth really after a year, and 5 amazon swords, that seem to grow alright but get covered in brown algae really quick even with regular cutting. Substrate is black sand florite and red chip/gravel florite, with root medic complete and complete + root caps. Also dose with Potassium and Seachem flourish at water change, I've tried not adding liquid ferts for a few months and tried adding on a regular basis either way it never made a difference.

The lighting is 1 48" T5 normal output 10,000K bulb (Deep Blue fixture) and 1 48" T8 6,700 ZooMed bulb. For awhile I just had the T5 normal output and decided to add the T8 fixture I had laying around its been on for 3 weeks and hasn't made a difference in plant grow or cut back on algae grow. Lights are on from 11am to 430pm.

Any suggestion would be really helpful. Ammonia and nitrite are zero and Nitrates are 20-40ppm. Filter is FX 5
