I am going to build an indoor pond. But in the mean time what is the min size tank i could keep a brand new RTC and TSN in that are still only around 3"-4"? They would only be in the smaller tank for maybe 6 months to a years.

The biggest you can afford in case your pond build were to get delayed. At the rate my fish is going my 6ft x 1.5ft grow out tank is only going to last another couple months at the most and it's not even been 2 months yet. 3" to just shy of 11" in a hair under 2 months. Once it hits 16-17" I will want it out as it will be as long as the tank is wide and that is the limit. If you got a 6'x2' tank it would last a little longer as the fish would be comfortable into the 20-22" range due to the increased depth and if you may keep it in the tank for a year I would get a 6'x2' at the minimum.

8'x4'x3' would work., but, yeah, expect your cats to grow 24'' in the first year, and drastically slow down after the first year.
