another overflow ?

i am setting up a 135gallon tank and was thinking about doing a sump. here's the thing though i plan on only filling it about 16-17 inches (~90g i think). i have a couple reasons but what i was wondering is w/ the diy pipe overflows will they still work w/ that much height and if so how would it be set up

yes they will you will just have to costomise them a bit.
