I'm in the process of slowly building a new DIY setup. I had really hoped for it to be a stingray tank but I'm having second thoughts and worrying it's going to be too small. Do you think I could comfortably house one or two hystrix in a 60"L x 32"W x 16"H tank?

I'd say yes personally... must be a similar footprint as a 6x2 so I'd say is probably ok, will need some good filtration though.
The l and w should be ok
But the h at 16 is a bit low make it 24 h then you have the option to ad some mid water tank mates
The cost only goes up once you go above 24 high
