I just got a couple of Lifeguard 1/2" slip bulkheads that I will be installing soon on a 29 gallon plumbed paludarium project.

On the outside of the tank, I can use PVC cement to attach the 1/2" barb fittings, but on the inside I was wondering if there is any way to secure the fittings without pvc cement? I just am not totally sure how I want to set this up, so I figure if I can get away without gluing it permanently that would give me options to move things around inside the tank (I'll be running tubing from the bulkhead inside the tank, and probably making a foam background over it).

Is there a type of pvc cement that can be undone, maybe with some type of solvent? Or, if it's not very high pressure, would just vinyl tape be enough to keep things in place?

I know now that I should have bough the threaded bulkheads for just this situation, but I wanted to start building this tomorrow, and I'll have to wait till next weekend if I need to get the other bulkheads :(.

Teflon tape can keep things in place if there isn't pressure. Sometimes you don't even need that.

Other than that, threaded is the way to go.
