Cartimar is the place and from there he can network with the vendors.

arkmann is right...cartimar in pasay city, manila is the logical place to start looking since most suppliers do business there one way or another...but your friend has to be careful because many vendors there claim to be selling ST's which are actually IT's

Yup, Cartimar is the place to be. Look at the back alley and you might be able to get some Piranha as well. Rares and exotics are all over the place. Just be discreet when asking. Normally they would charge more, so I would suggest that he brings along a Filipino friend to do the asking and haggling. Hope this helps.

if he is looking for STs as in siamese tigers, he would be having a tough time. STs are not commonly sold in the philippines nowdays. most that i see when i go tiger hunting are Indonesian Tigers and American Tigers.
