I had a person whom I suspect was a workmate send me some hate mail and I was wondering if anyone knew how to trace who this might belong to. Any tips...please let me know.

If there is enough to file a police report, do that. Provide the IP address to them. Using this...you can easily find the geograohical location as well as service provider.So now that you know where "they" live...
By law, the service provider is as far as you can go. But a simple investigation can have a judge order the provider to disclose the address and person the provider bills. Just make sure they don't come up with your address lol.
Oh and anything you do...the only person responsible is the person the provider's bill is in, unless direct admittance. So if it was "his mom" that is responsible for that internet connection, for example...you could put "his mom" in jail and she will pay fines/lawyers costs
