Looking for species that
1. only get between 2-3 inches
2. are pretty colorful
3. are taller bodied (like serpae, black skirt, or columbian)
4. school together
5. aren't too aggressive
6. are fast swimmers

google didn't really help me with my search for this.

Glofish.

Not my style, but they are colorful, can be fairly large for their type and can be tetras or danios.

I tried the glofish tetras as dithers for my acara... couldn't find any that were under $9 each so I just got 6 red eye tetras for $10 instead.

Colubian tetras, buenos tetras and kitty tetras, they all are quite colourful and get big for tetras

The Wet Spot has like 40 different tetras in stock ATM, you could Google each one till you find what you are looking for.

thanks, listed out my favorites from that site, I'll narrow it down in a little...

also,
Any good taller bodied barbs (like odessa or black ruby) that fit my standards?
or rainbows?

I'm just looking for a schooling fish that doesn't get that big that I can use as dithers for a marbled hrp.

Have you looked at Roseline sharks. They get a little bigger, 4 to 5 inches, but they are beautifull fish and do an amazing amount of tank cleaning. I have some with my Oscar.

EDIT: They are not real sharks, just called sharks due to body shape, they are Barbs

I know freshwater 'sharks'.
red tailed, roseline, bala, and rainbow sharks are all cyprinids (barbs, goldfish, minnows, etc), whereas iridescent and columbian sharks are just catfish that look like sharks.
I've always wanted roseline sharks/denison barbs, my only problem with them is their size... I might go with either a single marbled hrp or a pair of sajicas. both get around 4-5 inches, so i'm not looking for something their size.
nice oscar btw.

I'll look into the red Congo tetras, they're pretty cool looking. As for the species I'm currently looking at- I am thinking about either serpae, black phantom, Columbian, or candy cane tetras. I'll narrow that list down eventually.
