Anyone know where to get plans for the DIY overflow alternate?

On the DIY sticky, the second post has a picture of a secondary way to make the Overflow with the siphon pointing down into the tanks

Does anyone know where the thread detailing those plans are? I tried to find it and cannot.

It looks fairly basic, but I can't figure out how the siphon would be stopped in a power outage. Wouldn't it siphon all the way down to where the intake was? Considering this plan looks like a great way to get water from the bottom of the tank, that seems like you would risk empting the entire tank
