Aphids?? I think I might...

Can you get aphids on emergent tank-potted plants?

A few of my Black Mangroves and my Cat Palm have these little weepy/syrupy/oozing wet bubbles on the stems and leaves, followed by the development of tons of little scales/pods.

Any idea what it is? How to treat it?
 
Doesn't look like aphids. Looks like scale insects. Take a cotton ball with rubbing alcohol and wipe the affected plants. Best way to treat scale insects is to spray with soapy water, but you can't do that with a fish tank.
 
The alcohol doesn't seems to penetrate their waxy shells, but if I scrape hard with the cotton; they'll slide off, leaving the stem clean.
