is an aqua clear 70(rated for a 70-Gallon tank) good enough for a 33-Gallon with 12 fish??? (7-Tetras,3-Corys,1-Discus, 1-Angel) ????????

Yes, that will be fine. It will give you 10x turnover which is what you want.
 
Sounds perfect to me.
 
My Brother is running one on His 29 gal with great success.

I agree with the rest of the mob here...Just don't be surprised if it doesn't flow what they say it does... Most of those spec's are without media, but you should be fine (just don't think about adding 4 pacu to the bunch :D )

I use AC 70's on my 29's and 30's with very good results with a larger bio load then what you have.
