Second one is German/English, but I am not sure if it's a revised edition, or just a hard cover one. If it's a revised edition, then buy the new one.
 
They are different books. The cheap one is a small book wich tells you how to keep stingrays based on Dr. Ross and others experience. The other one is the one helpfull to ID rays and to know things like where are they from and sizes. I have 4 Freshwater Stingrays books and personally only recommend the expensive one: Aqualog´s Freshwater Rays. The other books on the market are mostly begginer guides, usefull but not a must. I strongly recommend the Elasmobranch Husbandry Manual, and Dr. Bassleer´s "The new illustrated guide to fish diseases", mix it and you´ll get the real formula to success in FWS keeping.

Second one is for referencing IDs and Locales. First is more for care and husbandry.
