Aquarium light on my 38g

Hey everyone,

I got a new 38g for xmas which i put some of my fish in today but my only problem is that the light flickers. So i just leave it off. Its a flouresent light. And i was trying to figure out what was brakoen. Is the starter bad or is it just a bad light? Thanks in advance.
